Abstract:

This study reviews contemporary accounts of the training that recruits receive within U.S. Immigration and Customs Enforcement (ICE). The federal law enforcement organization ICE oversees enforcing immigration laws, looking into cross-border crimes, and managing deportation and detention procedures. ICE was funded in 2003 but was established under the Homeland Security Act of 2002. This came after the 9/11 attacks when the U.S department of Homeland Security (DHS) was created by the government’s reorganization of multiple agencies. This paper will analyze firsthand accounts and open reports outlining the structure, focus, and intensity of ICE’s training initiatives. Along with interviews with professional and academic experts relaying their input and helping understand how the training aligns with immigration policy goals and overall law enforcement. Combining professional insight with recorded statements, this study will look to help others understand the process of ICE’s recruitment and training preparation and how it ties to complex legal, ethical, and operational challenges that occur within the United States.
